PETA sends in people undercover as workers to get footage. PETA is not the only organization to use this tactic to obtain footage.
Those who are extremely against the use of animals for food would not want legislation to regulate, but rather eliminate. There main goal is to eliminate the use of animals for human want, so it would be counter productive to campaign otherwise. You also probably do not understand the bureaucratic hoops that must be jumped to make changes in a huge(and influential) industry such as meat. Money and connection make a huge difference, as the meat industry has a lot of both.
To answer your main question of, "If slaughter houses had glass walls everyone would be vegetarian?" It would depend on the person. Many people would simply turn a blind eye and look. These people would want to remain ignorant so never to need to take responsibility for their choices. I know a few people like this. Other people would not be bothered. They would see it, and be fine with it. Other people would be unable to continue eating meat.
However, with all that said. If slaughter houses had glass walls, there would probably be a lot less abuse going on. In order to keep people eating meat, they would have to present it correctly. If slaughter houses put in glass walls the generations that grew up seeing the inside would be accustom to it. Slaughtering practices would be less inhumane, and people would grow up seeing where their food comes from.
It was not long ago where people hunted and killed their own food. It was something normal, and routine. Children grew up with it, and grew into adults that had their own children. Things become taboo b/c we remove ourselves from it. If it were an everyday thing, no one would have a second thought about killing animals for food, b/c it would just be second nature. It would be something cultural, and something ingrained(and then taboo to not participate).
I would ask Paul McCartney "If rock stars dressing rooms are open to the public, you would still be in jail for illegal drug use.."
Actually where I live, slaughterhouses are "open access". There are not real walls to speak of and animals are slaughtered for everyone to see. Only idiots would think that people don't know what goes on inside slaughterhouses. And yes, government does regulate slaughter procedures. Fro one thing, they have to ensure that the resulting product is safe for consumption. The slaughterhouse companies themselves discourage abusive practices because these result in inefficiency and waste. But PETA being a propaganda group out to make money, likes to video extreme ILLEGAL acts that inevitably occur in such a large industry and imply that these are the norm rather than the exceptions. Note that PETA videos are not time stamped nor are the specific places identifiable.
There are road laws with penalties (including jail time) and driving safety guidelines and yet people still die from car wrecks, still drink and drive, etc etc etc. You think a 30 minute video of auto accidents is representative of the whole automotive industry? That it is not regulated?
Basically the various animal rights organisations get people to work undercover for long periods of time in (mostly america) slaughterhouses & other such places. little espionage/spy cameras are given to them (hence why its not HD quality + older footage) with which they record.
Vegetarians are against slaughtering animals, whilst yes regulation to make sure animals are slaughtered as quickly & painfully are in place, it still goes against veegetarian philosophy.

Vegetarians don't want slaughter regulated, they want it to stop. Peta gets footage from people who work at the houses and want other people to know what's going on.
It's kind of a jump in logic to just assume that Peta is doing it themselves.

Animals are killed and butchered for consumption in slaughter houses. EVERYONE knows that. And yet billions of people still eat meat. Sorry Paul McCartney, your statement about slaughter houses and glass walls in false.
The government allows it. Through the FDA. It's not always PETA supports that film these videos. Many workers do it for money. Get an education.
