Why is there no powder water?

What would you add to make it liquid?

There is, it is called crushed ice.

Because water is composed of two gas elements: Hydrogen and Oxygen. These chemicals only support states of gas, liquid, or frozen solid. Crushed ice is about as close as you can come as it is the ground version of the solid form.
