The place where you bought it from. They probably have to pay for the deposit on the bottle, so it eventually gets back to the state government. But YOU pay for it originally, and that's the question you should be asking.

Actually the stores do not get to keep the deposit. They are charged the deposit by the bottling company when they get the product.
