Organic nuts (I like the raw, plain kind you can get in bulk at the health food store -- Almonds, Walnuts, Cashews) and seeds (Pumpkin, Sunflower, Sesame).
The reason these are great is because without animal products, fats and protein are actually hard to come by. When you are trying to consume 2000 calories a day in fruits and veggies... it can be hard to do! A handfull of nuts or seeds is high in calories, essential fats and protein, and easy to take anywhere -- so they are a wonderful food for a vegan.
I also love Organic Food Bars (that is really the name) -- the Vegan flavor is the best... they are raw, delicious, portable, wonderful... also at most health food stores.
Also, on the subject of it being a LOVE basket and all...
Dark chocolate is great! Make sure to check the ingredients for no dairy. Any health food store will have quite a few varieties (if you can find Green & Black's dark chocolate bar with the peppermint filling... yum! and vegan!)
As for fresh fruits and veggies -- Avacados and pineapples are my favorites, but you know your friend so pick things he likes and that will be pretty and hold up well in the basket (no easily bruised fruits etc). I also love organic dried fruits (best bought from the bulk section of the health food store).
One last thing... most vegans don't use body products with animal by-products or animal testing. Believe it or not, every regular brand of this stuff has "tallow" (animal fat) or other animal ingredients and/or is tested on animals.
If you want, you can look for Aubrey's Organics (widely available at health food stores). They are truly vegan products, and their lotions, soaps, shampoos etc are FABULOUS... even better than conventional ones.

There's nothing yummier to a vegan than Liz Lovely cookies.
If you can't get that where you are, a good idea for a vegan might be a window box herb garden or tomato garden or something like that.
Another good option might be a case a various teas or coffees.
Vegans don't eat anything that has any animal or it's byproduct in it. The diet consists mainly of produce, grains, nuts, seeds and legumes. Thing off the list that may be surprising are most chocolates, candies, canned goods and some boxed goods. White sugar and honey for example are not vegan.
They also live cruelty free, which means that if you get him any non-foods like soap or clothing, make sure that is is not tested on animals or contains any animal ingredients.
It might be tough if you don't know what to look for. Try to find any pre-made foods, canned or boxed foods that say "vegan" or "suitable for vegans" on the label.
It might not be a bad idea to go to a natural foods store or food co-op in your area and ask someone for help.
Good luck.
Since it is a love basket buy him some vegan Endangered Species dark chocolate bars, some packaged cookies from the Alternative Baking Company, and a coupon for a pint of Turtle Trails ice cream by Purely Decadent.
I'm not a vegan but I do buy coconut can milk cause it's $1.00 a can compared to regular can milk which is double the price! Also coconut milk hasn't been tampered with like regular milk! It has more calcium in than regular milk! It's good for lactose intolerants too. I buy canned pumpkin and oatmeal plus soya sauce mix these together to make veggy burgers and fry in cooking oil! I buy plenty of veggies and plenty of fruit! Cause I'm not a vegan I do eat eggs but not very often just a little in a month!. I buy herbs and animal rennant free cheese.. you need to go to health food store for that. Vegans need to use stevia or xylitol cause regular sugar is processed through bone from animals.! True vegans won't even wear something made of animal such as wool or leather. You might get your friend some vegan clothing usually made from 100% pure vegetable oil!

I make gift baskets for the holidays alot and everything I put in them are vegetarian friendly. It depends what theme you are going for. I sometimes do an italian theme and put in gourmet pasta, pesto sauces, roasted peppers (in a jar of course), sundried tomatoes etc.
