Organic kidney beans, mac and cheese, baked tofu, lentils, cheese.

The body only needs about 20- 40 grams of protein a day. The rest is excreted.
Protein from meat contains the essential amino acids your body needs. If you do not eat meat, you will need to get a good variety of plant materials to get complete proteins. Beans (kidney, black, pinto, soy, navy, garbanzo,e tc.) and rice, especially brown rice, are good combinations. Also, egg white is almost pure protein so an eggwhite omelet with veggies is a good breakfast (or dinner) choice.
And, let's not forget peanut butter(another type of legume/bean), especially peanut butter and whole grain bread & cracker products.

Beans, beans, beans...

Have you tried TVP textured vegetable protein?? Its pretty awesome. I use it in "mock sloppy joes" its cheap and comes in bulk dehydrated then you add some hot H2O!! Try it..

If you're specifically looking for cheap, rice and beans is the way to go. A big bag of brown rice costs about $8 where I live, and big bags of mixed dry beans are even cheaper. Both have lots of protein.

Tofu is so cheap and has lots of protein.

a brick of tofu at most cost a buck fifty. there are a thousand and one ways to prepare tofu. have fun exploring.

Beans and whole wheat pasta
