Chili and pepper are some varieties of spices. There are many more spices out there in the market which provide different tastes and colors to your food. By definition, a spice is any of various aromatic vegetable products used to season or flavor foods.
i.e. Ginger, cinnamon, curry, mustard, horseradish, nutmeg, vanilla, etc... it doesn't have to be hot to be a spice.
Pepper and chili / chili pepper is part of spice, in the category of ripened fruits or seeds of plants.
A spice is a dried seed, fruit, root, bark or vegetative substance used in nutritionally insignificant quantities as a food additive for the purpose of flavoring.
Many of the same substances have other uses in which they are referred to by different terms, e.g. in food preservation, medicine, religious rituals, cosmetics, perfumery or as vegetables. For example, turmeric is also used as a preservative; licorice as a medicine; garlic as a vegetable and nutmeg as a recreational drug.

The basic classification of spices is as follows:

- Ripened fruits or seeds of plants. Examples include dill, fennel, mustard and pepper.
- Roots or bulbs of certain plants, garlic and ginger, for example.
Spices give flavour but arent neccessarily hot. Pepper is a kind of spice as are tumeric, cumin, corander seeds etc.
A chilli is a fruit ( i think) that has a very strong flavour that gives your mouth a burning sensation.
