I'd go to caringconsumer.com and download the PDF they have available. Here a few non-testing brands that I can list off the top of my head:

Of course. There are tons of them. They all say "Not tested on Animals" right on the label. Just read the labels when you go shopping.

You can find information from PETA:

If you can't find it on the label, then assume it is from a company that participates in animal testing. Companies today know to put it prominantly on their labels if they don't, since many consumers will not buy personal care products if they don't see it. You can also check out Peta's website for lists of companies that do and don't do animal testing.

Very few companies do any sort of animal testing anymore. There was a huge backlash when the public found out about it 20-30 years ago.
If you want to be 100% sure, buy things from The Body Shop.

URBAN DECAY!!! This line made me an accidental vegan. It's my absolute fave line of makeup and makeup products, all vegan! I was so happy when I found out, cause nothing can come between me and my UD.

Bodyshop claims its stuff to be non-animal tested. however, I am not sure whether they use animal content in their products.
