Well, I found one but it's not a law as much as the way they live. It's a 5000-year olf Himalayan tribe that is completely vegan. Here are a few key points in the article about their diet and health:

yeah, that's an easy one.. the only country in the history of the world that has ever banned the slaughter of animals and eating meat was a little known place called Homotopia. yeah, but everyone there was attracted to the same sex and there were no children after the first generation so eventually they all died off. It was that social darwinism thing at work. they weren't fit to survive so the world eradicated them. :)
No national ban is mentioned here, but I thought it was interesting to know about India where many people dont consume certain types/or all types of meat because of their religion:

I am almost 100% certain there is no nation in the world where animal slaughter and meat eating is illegal........ and I wouldn't have it any other way.
The proof lies in the fact that McDonald's is EVERYWHERE!!!
And yes Tibetans eat meat dishes like yak, goat, or mutton, often dried, or cooked into a spicy stew with potatoes, yummy!!! and anyway Tibet isn't even a nation it is an official province of the China (PRC).
South Georgia and the South Sandwich Islands largest industry is the fishing sector and the only reason hunting is banned is to preserve its wildlife. it isn' even a nation either it is a territory of the UK, its not self governing.
Didn't KFC want to open a branch in Tibet, and the Dalai Lama said no?

Tibettans slaughter thousands of yaks every year for food, clothing, etc, so it's obviously not them. I was able to find one reference to hunting and fishing being banned on South Georgia Island, but nothing about slaughter of livestock banned in the whole nation.
check info about hari krishna and his/her followers. heard from a friend who was a member that they dont eat or use any products made from animals even milk.
