Contact the Vegetarian Society at Parkdale Dunham Road Altringham which is near Manchester - I am sure that they will know someone.
plenty cake makers.. just type in google or yahoo search ' wedding cake makers manchester'. also, even if you cannot find vegan catering service, just ask any catering company whether it can make vegan food. I am a wedding planner (london, beds, herts area), and I could not find any problems with this.
