Answers:
According to smfoods.com they are made with real cheese.

Maybe the Lays chips are in India, they are not here in America, they contain milk and other things. I would assume they are pretty close to the same chips as what we get in America.

cheese is not vegan, it may not say milk but better safe than sorry right?

If it says it is vegan and you got it at a supermarket it should be safe. It would be different if you got it in a section that was labeled vegan and it was labeled wrong. (it's happened to me).
But if it says that it's vegan and there seems to be no dairy products (check for any sort of lactose, enzymes, milk, rennet, pepsin) then it should be okay. If you have doubts then just call the company or check out their website.
But if you don't want to take a risk, then don't eat the cheese.
Good luck!
