Yes it is. Meat is the flesh of any animal. A fish is an animal. Therefore its flesh is meat. Consequently, entirely unacceptable for a vegetarian diet.

A fish was alive at one point... therefore, is meat... but I think the catholic church makes an exception for fish.(why I don't know, it is kind of stupid)

Fish is technically meat, but you can eat fish/shellfish on Good Friday. You CANNOT eat any other meat (chicken, pork, beef, etc). Technically if you're Catholic you shouldn't eat meat on any Friday during Lent- it's supposed to be a personal sacrifice. Not too bad considering back in the day every Friday year round you were supposed to abstain from eating meat, and full-out fast during Lent.

Are you asking for religious reasons? If you're Catholic, fish is not considered meat, and it is allowed. You're supposed to abstain from red meat and poultry. However, Good Friday is a day of fast, so you're only allowed one meal.

1. Jesus often used the fish as an example (be fishers of men) so fish is a reminder of Christ and his commandment to bring others to him.
2. Meat was seen as a luxury, inappropriate for a day of morning (Christ's death).
