I am trying to make my own fat free dog treats. My dog loves carrots and my vet says they are good for him. I didn't want want to use grain flour.

Yes, there is a such a thing as carrot flour. It is not commonly used for human food. It is commonly used in pet food (like for rabbits - no, I'm not kidding).

Raw carrots are so moist that it is unlikely that you'd be able to make carrot flour from scratch and get satisfactory results, unless you use a dehydrator (see first link in sources). You can also buy dehydrated carrots from some gourmet stores or online (see second link in sources) and pulverize them yourself using a blender or blade grinder.

There is also a similar product called "carrot powder" made from ultra-fine pulverized dehydrated carrots (see third link).

I have no idea what any of this might taste like, and I couldn't find a single recipe that called for the use of carrot flour or carrot powder.
