drain all the water (if canned)
put in a ziploc with your chilli powder and shake
spray baking sheet with pam
dump peas onto sheet
52 minutes at 325 for perfect crunch

Did you try baking them?

This might sound a little funky, but after draining them, and before you start baking, let them sit in semi-open air, un-refridgerated, for 6 to 8 hours.

If you're using canned chickpeas, they will never get crunchy, since they are actually a bit overcooked.

Buy dry chickpeas, soak them as directed, drain them, and use them in your chili. Or, partially cook them after soaking them, and then add them to your chili. They will be properly or slightly undercooked.

Unless, of course, the recipe actually calls for roasted chickpeas, which you should be able to get in many bulk food stores.
