How about roller skating or bowling. You might be able to bring in your own pizzas and cake - many allow birthday parties.
Or have a sleepover party, if you are up to it. Buy pre-made pizza shells or dough and lots of cheese and toppings and allow the girls to each make their own pizzas. You can even make a contest out of it - have everyone try all the pizzas and vote on the best one. Winner gets a little prize of some kind. Or try an ice cream sundae bar.
If they are all girly girls, let them do makeovers and maybe a dress-up contest as well and pick winners for that as well. Makeovers can be serious or outrageous, or both. This will be a great opportunity for lots of pictures that will surely embarrass her in the future :-)
Let each girl bring her favorite dvd or cd and watch/listen to them all. Or even do karaoke and set up a video camera so they can all make their own "music videos".
When the party is over, if you were able to take any video footage, edit this and give to each girl as a thank you and party favor.
Go to McDonald's or a pizza parlor, then skating roller or ice, back to house open up present cut the cake, Bye Bye
the zoo or aquarium would be good with some friends by her side.
take her to a farm but before they go let them go to a mall or something and let them dress up as cowgirls with cute boots jean shorts and let them get their hair-done with cute cowgirl hats and get their makeup done

For an activity, the guests could decorate their own cupcakes. They can be iced beforehand and you can put out small containers of Smarties, almonds, ju-jubes, etc. You can assemble them back on a serving platter & put candles into them. An activity and the cake are done.

have some animals come to your house and make your very own petting zoo!
How about picking a theme for instance a animal theme or a Hannah Montana theme. Think of games that involve the theme.
