Can I substitute margarine for butter?!

Also, why would the recipe would have said to use both?

The recipe you link to uses half margarine and half butter in order to reduce the fat in the cookie. You can use all margarine if you want.
That's got to be a misprint. Did it say it like this:
1 cup of so and so
1 stick of butter
3 tsp of something
1 stick of margarine
OR, did it say it like this:
1 cup of so and so
1 stick of butter and margarine
3 tsp of something
1 whatever
Because margarine is a substitute FOR butter, usually. If it said "stick of butter AND margarine" the "and" probably should have been an "or".
Yes but if i was you i would use a little bit more as margarine and cook cookie for a shorter amount of time as butter has a higher melting point than margarine. If you want you could scrap all of that and try and use butter flavored shortening, which will be alot better.
